Good morning. My name is Michelle Blondmonville. I was born in Brooklyn. I live in Queens. I’m a health educator. Havana syndrome includes remote access to the biology of a human being. Every day Havana syndrome are comprised of diagnosed Havana syndrome victims who have been unlawfully experimented on, and who endure targeting in various nefarious manners. These heinous crimes include, but are not limited to, organized stalking, smear campaigns, noise harassment, electronic assaults from directed energy weapons, consensual human experimentation, socially, technologically, such as voice to skull blue eye technology, and AI. They are put on illegal lists unknowingly that are distributed to various agencies for this experimentation for vindictive reasons, technological research, and political harassment such as whistleblowers, activists, and just various innocent citizens. No one should have their brain interface to a computer or AI. They are assaulted 24 hours a day randomly for compliance, and are being remotely monitored. We would like New York to adopt laws that protect our normal data, like California law, SB 1223, and Colorado House Bill 241058, protecting brain data collected by devices such as our cell phones and so forth. My name is Liliana De Lucca. I wanted to come to this meeting to point out the efforts of Columbia University professor Rafael Yuste to stop illegal uses of technology and neurotechnology. Professor Yuste heads the neurotechnology department of Columbia University and is also the director of the Neuro Rights Foundation. He advised the United Nations Secretary-General to include the UN’s highest priorities worldwide. There were five of them, including the banning of neurotechnology abuses and biotechnology abuses. He agreed with Nils Melzer, the UN Special Rapporteur on torture, who wrote the numerous reports with the goal of stopping electronic torture attacks against civilians, which he named cyber torture and defined it for the world in his first comprehensive report dated March 20th, 2020.
[00:01:22] He said this was a new form of torture through illegal uses of electronic technologies, and that this crime against humanity had to be completely eradicated from the world. Heading Columbia University’s neurotechnology department, Professor Yuste wrote down five important neuro rights that all human beings should have a right to access. These neuro rights include the right of people to have independent thinking and freedom of thought in connection with a person’s civil liberties of freedom and independence. The right to protect intellectual property. The right to privacy without intrusions into the brain and neural system of a person for profit.
[00:02:30] These new rights have been adopted by the Organization of American States, the Human Rights Council, and UNESCO. And the Human Rights Council is incorporating them into international treaties like the [crosstalk 00:02:51] civil political rights and the universal [unintelligible 00:02:56].
Good afternoon. My name is Gogi Justice. Thank you for allowing me to be here. I’ve enjoyed this morning. I am a retired assistant superintendent of schools. I did supervise the nurses, and so I’m very familiar with the EpiPen. And it’s really sad to hear what has happened and what’s been going on. But I commend you all for the work that you do. I’m talking about repealing section 3024 of the Cures Act, the 21st Century Cures Act. And the reason I wanted to bring that to our attention, if I asked the question, can you, as an American citizen, be experimented on without your consent? Most likely, you would say no if we ask that to the general public. However, this section bypasses that right.
[00:00:56] This section allows a medical institution to hold an internal review board or an institutional review board meeting without the consent of the patient. If they find that, number one, it will be minimal risk to the patient, number two, it will be a benefit to society, they can include the patient in an experiment, which could include implanting them and also communicating with the devices that they implant into the people. So I’m just encouraging us to look at that act again, 3024 of the 21st Century Cures Act, and to repeal it because I don’t think that the general population knows that they can be experimented on without consent. And I don’t think anyone in this room would like to be a part of an experiment, considering the kinds of experiments we’ve had in the past.

I have worked for Chase Manhattan Bank for many years, from my 20s into my retirement as a technology analyst, I worked on Y2K ATMs, which took us into the 21st century to make sure the technology was in compliance for entry into the 21st century. Fast forward into my retirement, I found myself being experimented on with AI and various technologies without my consent and without any knowledge of what was occurring. I am tortured 24 hours a day, seven days a week, randomly at the mercy of whoever has access to my biometrics. This is painful and inhumane. I am asking for advocacy and support to protect my rights and the rights of all who are in the same position as I am. Thank you.
